It is certainly plausible that the Hata clan should have been one of the tribes of Israel, because they excelled in sericulture and especially accounting as tradesmen on the Silk Road. Shinsen-Syousi-Roku says that appreciating a pile of presents of silks of fine quality, Yuuryaku Tennou conferred on Hata-no-Sake-no-Kimi, one of offspring of the Yuzuki-no-kimi, a title, Uzumasa, 太秦. The reason why some members of the Hata clan were appointed cashiers of the Oo-kura and worked under Soga-no-Machi was that they had high skill in revenue and expenditure.

The Hata Clan Came form Ancient Israel?
One of these unique theories is that the Hata clan would have been a part of the tribes of Israel who had dispersed since the captivity of Israel by Assyria in B.C. 8th century and in the Diaspora of Judah in B.C. 6th century. They take notice of the art of sericulture that the Hata clan brought into Japan by way of the Silk Road, on which a smart number of the tribes of Israel had settled, and of the family crests, a symbol of a ship having been used by posterities of the Hata clan. And particularly Zebulon, who was one of the ten tribes of Israel, also had used a symbol of a ship as their crest[i].

The Hata clan came from lost countries?
In addition to these rather academic theories, there are different suppositions. It might sound improbable and fantastic indeed. Undauntedly, some scholars and researchers who have studied the ancient Japanese history in their own terms insist that Hata clan came from some further western lost countries in the Palestine, the Central Asia, or Asia Minor. As a matter of cause, there is no decisive evidence demonstrating these theories at this distance time.

Was the Hata Clan Xionites?
According to recent studies, people of the Qin is said that they would have not been Chinese, in a sense of Han Chinese, that is a generic term expressing Chinese, but some of Xionites who were nomadic tribes living in the Central Asia widely. Concerning the origin of Xionites, some scholars have propounded different views. For example, one insists that they belonged to Turks, and another a branch of Huns mixed with north Iranians cautiously. These views lead us to a supposition that the Hata clan could have been part of Xionites.

Did the Hata clan come from the Qin?
Furthermore, a history of ancient China describes that Shin-kan was founded by the people who had escaped safely from the Qin, which has been inscribed “秦” in a Chinese character, when their homeland had ruined in B.C. 206. Shinsen-Syousi-Roku also described that in the reign of Chuuai Tennou, in the 2nd century, a precedent group of the Hata clan had come to Japan lead by a person who was descended from king Koubu, whose grandfather was the First Emperor of the Qin dynasty. His name was Okuma, or Kuma. He might have been a grandfather of Yuzuki-no-kimi, and at one time he by himself or his father might have gone over to Kudara. If so, would the Hata clan have been the people of the ancient China, Qin?

The Origin of the Hata Clan
From descriptions in the Chronicles of Japan, it is naturally inferred that the Hata clan could have been some people of Kudara, that is to say part of the Huyo clan. Meanwhile, another view that the Hata clan was the people of Shiragi has been influential in the academy of history because phonetic of “Shin辰”-kan, the orginal of Shiragi, is equivalent to phonetic of “Hata秦.” They have insisted that the people who had come from Shiragi was gathered in the reign of the Kinmei Tennou as a single clan named Hata.

The Hata Clan came to Japan
There are many different scholarly views about the mysterious question from where the Hata clan came to Japan. The Chronicles of Japan and Shinsen-Syousi-Roku, which registered origins of each of ancient clans in 10th century, say that in the reign of Oojin Tennou, in 4th century, Yuzuki-no-kimi, who leaded the Hata clan composed of 120 or 127 sub-groups of tribes, came to Japan as a chief or a representative of themselves and asked the Tennou to put pressure on Shiragi not to prevent them from leaving Kudara to Japan, and to let themselves naturalized in Japan. Barred by the Shiragi, the Hata clan for a while had remained in Kara, where was part of the Japanese territory in the Korean Peninsula in those days. After all, it took almost three years that the Hata clan, 18,670 persons in all, passed through Shiragi and came over to Japan.

Seizing of the Fiscal Competence by the Soga family
It was in the reign of Ryuuryaku Tennou when Soga-no-Machi, who was a great grandfather of Soga-no-Iname, was first appointed to be the head of manager of the Treasury. At the same time, some member of the Hata clan took charge of accounts as a cashier and supported him. This purview of fiscal authority could be a steppingstone for Soga family’s rise. Because when Ryuuryaku Tennou passed away, one of his spouses, Kibi-hime tempted her son to gain control over the Treasury in order to rule over the country. This episode suggests us obviously that seizing of the fiscal competence was a source of powers in those days.

The Japanese Ancient Treasury
In ancient times, the Treasury was composed of three state coffers, Imi-kura, Uchitu-kura and Oo-kura. The first Imi-kura was said in the Kogoshui to be established at Kashihara simultaneously with the national foundation by Jinnmu Tennou and to be dedicated both sacred and secular articles as the national treasury. Afterward the second Uchitu-kura was founded in the reign of Ritchu Tennou in the early half of the 5th century for the purpose of collection especialy tribute from abroad, Kudara, Shiragi and Kokuri. The latest coffer was Oo-kura, which was added to the other two coffers in the reign of Ryuuryaku Tennou in the latter half of the 5th century because the amount of levy from all over the county had been increasing since the Hata clan, who came to Japan in 5th century from far west countries with some specialists and craftsmen, began to pay articles of tribes, particularly silk and cotton, to the Chotei. Now, we Japanese had used this ancient name of the Treasury, Oo-kura, until 2001.
