Prevention of Despotism

     The dual system of religious authority and political power between Tennous and governors has probably fulfiled preventive function of despotism.

      In any ages peoples of any countries have been tortured by despotic monarchs or absolute rulers who grasped all powers in their own hands and exerted his absolute powers over their subjects arbiturarily.  In japan, on the other hand, Tennous and their courts had restrained political governors, and vice versa.

     This system of mutual containment has prevented emergences of dictators or tyrants for a long time in Japanese history.
