The report that Hime-tatara-isuzu-hime-no-mikoto, who was nominated for the empress, had a good reputation pleased the Sumera-mikoto exceedingly. On the 24th of September, the Sumera-mikoto conferred the prime consort upon her. Considering the fact that the Sumera-mikoto had married Ahira-tu-hime in Himuka, this marriage with Hime-tatara-isuzu-hime after the eastern expedition would have implied something political intention.
One day somebody reported to the Sumera-mikoto, “Koto-shiro-nushi-no-mikoto married Tama-gushi-hime, who was a daughter of Mishima-mizo-kui-mimi-no-kami. They had a daughter named Hime-tatara-isuzu-hime-no-mikoto. Everybody says that she is a so beautiful lady.”
「ごめんね。ちゃぽ、今日は忙しくって、ブログ更新できなかったんだ。」
It is a wonder that the editor of the Kojiki did not describe this National Foundation Declaration of the Sumera-mikoto in spite of its gravity in the history of Japan. Why did he ignore it? The description which explained the process of the eastern expedition was simpler than that of the Chronicles of Japan.
The declaration of the Sumera-mikoto was finished with these words as follows; it is also well that after integrating this nation and constituting a capital, we shall make our homeland where people will be able to live under the same roof. Behold, it seems to me that Kashi-hara should be the heart of this nation. We shall build a capital there. Therefore, The Sumera-mikoto ordered officials to start building the capital in this month.
The Sumera-mikoto went on his declaration as follows; after opening up uncultivated land and building a palace, I should ascend to the throne and let people live in peace. I will do my best to meet the virtue that deities in heaven bestowed upon me, while on the earth I will diffuse the righteous spirit fostering the grand-son of the deities.”
It seems that this paragraph should be significant for the governance of Japan from ancient to modern times. Because here the Sumera-mikoto expressed his conviction before people that he wished to establish good and reasonable systems for them, not for his personal or individual benefits, and to moralize people. He had no intention to be a cruel and oppressive conqueror, as most of whom had generally inclined to do, but to be a wise being as a descendant from deities in the heaven for welfare of people. We can point out that this basic policy included values of justice, benediction and something like the principle of rule of law.
The declaration of the Sumera-mikoto continued as follows, “Well, saints shall establish laws and sound orders so that people shall be willing to do anything in all reason. If saints shall do it for the sake of welfare for people, anything they do shall be correct.”
Continuously, the Sumera-mikoto appreciated this nation. “Although the people of this nation has not yet been enlightened nor civilized, its heart is gentle and docile. Some live in pit dwellings and some in caves. It should be regarded as a matter of course that natives have been ever familiar to their vernacular primitive habits”.
