Accepting the recommendation of the generals, the Sumera-mikoto sent Oto-shiki to E-shiki in order to explain advantages and disadvantages attendant on his subjection. In spite of endeavors of Oto-shiki, E-shiki, who had held silly wiles, was not complied with his exhortation to peace.
